My arcade has Pop'n Music 14. I found a Pop'n 18 kit for sale on some website that says it's like $1800 and it will upgrade any version of Pop'n Music. I thought you needed some other new hardware if you wanted to upgrade a Fever machine. Can someone explain all this to me?

Probably selling bootleg hardware (either building his own BemaniPC or just modifying the software to ignore the security checks). The issue this causes is that legitimate upgrades in the future won't work on the bootleg hardware, but frankly there are so few legitimate options out there that it's not likely to be a concern in the future.
